Tropical weather organizing in Caribbean

Brownsville Herald: "The National Hurricane Service reports that a vigorous tropical disturbance over the northwestern Caribbean Sea is becoming better organizned, though there does not appear to be a closed surface circulation at this time.

Ship and buoy observations indicated winds or tropical storm force briefly occurred with this system on Sunday."
