Forget Hurricane Earl. Here Comes Tropical Storm Hermine

The National Hurricane Center issued an alert for the coastlines near the Mexico-Texas border, as Tropical Storm Hermine formed from an area of low pressure in the Gulf. There's little chance of the system developing further into a hurricane, but forecasters expect the area to be lashed by heavy rainfall and sustained winds of up to 45 mph -- just above the threshold to be classified as a tropical storm."
