The ruling Wednesday rejects a bail application by 35-year-old Vybz Kartel (VIBES KAR-tel) in the slaying of a 27-year-old music promoter who was gunned down on a street corner in July.
Resident Magistrate Opal Smith has not given a reason for refusing bail."
