One of the premises of the argument for executive power sharing is that ethnic voting patterns have been established and will continue to prevail and that this undermines the concept of rational majoritarianism which undergirds the Westminster model of democracy in which the winner takes all. In other words if people vote for ethnic reasons and not on the basis of the policies or competence of the competing parties and their leaders democracy becomes a farce, or an ethnic census as it has been called, and there is a danger that a large ethnic minority can be effectively disenfranchised. "
