The grim forecast came as Tropical Storm Dean moved closer to the region, packing maximum sustained winds of near 65 miles an hour with higher gusts. If it continues on its present track, it is expected to pass 100 miles north of Barbados, said forecasters, but the authorities were taking no chances. "
