Trinidad and Tobago's Newsday "THE STATE’S plan to resume hanging for only the most heinous of cases is in line with the objectives of a United Nations (UN) moratorium which calls for a gradual restriction and abolition of the death penalty, Minister of Foreign Affairs Suraj Rambachan said yesterday.
In a written statement in response to an exclusive Sunday Newsday report over a UN resolution which could be a political obstacle to the resumption of hanging, Rambachan told Newsday that the Government’s plans are in line with the resolution which envisions the gradual restriction of the death penalty."
