JamaicaObserver.com: "ROUSEAU, Dominica (AP) — The prime minister of Dominica has declared a disaster zone around the area where heavy rain knocked out an earthen dam and caused severe flooding in the Caribbean island.
Prime Minister Roosevelt Skerrit says the collapse of the Matthieu dam destroyed part of a bridge, damaged buildings and flooded farms. He estimated the damage to the bridge over the Layou River at more than $3 million."
